Headlines

GENIUS Act implementation is now the dominant capital-markets and banking-policy storyline. The FDIC on April 10, 2026 opened comment on a proposal that would "implement certain requirements pursuant to the Guiding and Establishing National Innovation for U.S. Stablecoins Act (GENIUS Act) applicable to FDIC-supervised permitted payment stablecoin issuers and insured depository institutions, clarify deposit insurance coverage for deposits held as reserve assets for payment stablecoins, and clarify the treatment of tokenized deposits" 1. Banking trade groups have engaged constructively on the tokenized-deposit piece: BPI, The Clearing House, and the Consumer Bankers Association welcomed FDIC language confirming a "technology-neutral approach to identifying deposits and determining their insurability" for blockchain-recorded deposit products 2. Separately, a joint FinCEN/OCC/Federal Reserve/FDIC/NCUA rulemaking is moving to implement the Act's "directives to treat permitted payment stablecoin issuers as financial institutions under the Bank Secrecy Act and to require issuers to maintain an effective customer identification program" 3 — signaling that BSA/AML compliance architecture for stablecoin issuers is converging with bank-grade standards ahead of full GENIUS Act rollout. Insurance and broader fintech implications are expected to follow as reserve-asset custody rules finalize.
